Recently people reported a Windows update causing the blue annotation symbols and temporary dimensions to change their color in Revit 2012 versions. I saw it too. Autodesk has release a hotfix to resolve the .net version issue that created the situation in the first place. The Revit Clinic wrote about the hotfix earlier today. The link goes to a hotfix for Ribbon behavior, but it doesn't fix the color switch in 2012.
